Drawing up a multi-year maintenance plan (MJOP): from condition assessment to costs per year

A multi-year maintenance plan (meerjarenonderhoudsplan, MJOP) sets out which maintenance a VvE (owners' association) needs in the coming years, when, and what it costs. A condition assessment according to NEN 2767 helps you determine that per building element.

Animated demo: how a multi-year maintenance plan for an owners' association works, from condition to reserve fund; this is coming soon in Keursnel. Condition per element, Measure and costs, Ten years of costs, Reserve fund on track.

How to draw up an MJOP

  1. Surveying the building

You go round the building, element by element: roof, facades, window frames and installations. In a condition assessment according to NEN 2767, you identify defects visually. For each defect, you determine the severity, the extent and the intensity.

  2. Determining condition and risk

Severity, extent and intensity together give a condition score from 1 to 6. You combine those scores per element and for the whole property. A risk assessment shows what postponing repairs does: slight, moderate or severe.

  3. Planning maintenance and costs

For each building element, you determine which maintenance is needed, how long it will last and what it costs. You put the work in the year in which it is needed. Would you rather not start from a blank sheet? Then use our free MJOP example in Excel. To meet the law, the MJOP covers at least 10 years and spreads the costs evenly over the years.

  4. Adopting and updating

The general meeting of owners adopts the MJOP. After that, the VvE reserves at least the amount the meeting sets each year to carry out the plan. A plan older than 5 years no longer counts for this. So update it in time.

What is an MJOP?

An MJOP is a plan for the maintenance of a building over several years. According to the Rijksoverheid (the Dutch central government), it states which work is needed, when in the next 10 years, and what it costs.

With an MJOP, the VvE decides how much money goes into the reserve fund each year. That way, money is available when major maintenance comes up, such as a new roof.

A VvE's MJOP covers the building. A building inspection in Keursnel covers one home, at one moment.

What does the law say about the MJOP and the reserve fund?

The Wet verbetering functioneren verenigingen van eigenaars (the Dutch act to improve the functioning of owners' associations) has applied since 1 January 2018. The rules for the reserve fund are in article 5:126 of the Burgerlijk Wetboek (BW, the Dutch Civil Code).

Every VvE must have a reserve fund for costs beyond the normal annual expenses. For a building with homes, an annual minimum applies. That is the amount the meeting sets to carry out the MJOP, or 0.5% of the rebuild value.

Without an MJOP, the VvE therefore reserves at least 0.5% of the rebuild value. That value is on the policy schedule of the fire and buildings insurance. Worked example: with a rebuild value of €3,000,000, that is €15,000 a year.

An MJOP only counts for that minimum if it meets these requirements:

  • The general meeting of owners has adopted it
  • It is no older than 5 years
  • It covers at least 10 years
  • It states the necessary maintenance, the repairs and the planned renewals
  • It contains a cost estimate and spreads the costs evenly over the years

An MJOP for a small VvE: what does the law require?

Article 5:126 BW makes no distinction by the size of the VvE. So a VvE with two or three apartments also has a reserve fund.

The annual minimum applies to every building that is wholly or partly intended for housing. Worked example: a small building with a rebuild value of €900,000. Without an MJOP, the VvE then reserves at least €4,500 a year.

The money sits in a separate account in the VvE's name. You can only deviate from this via the regulations (reglement), a four-fifths vote or a bank guarantee.

Article 5:126 does not say who draws up the MJOP. Do you work for a small VvE? Then start with our free MJOP example in Excel, for instance. The plan only counts once the general meeting of owners adopts it.

For a small VvE, it comes down to this:

  • A reserve fund, even with two or three apartments
  • Each year at least the amount from the MJOP, or otherwise 0.5% of the rebuild value
  • A separate account in the VvE's name
  • An MJOP adopted by the general meeting, covering at least 10 years and no older than 5 years

What is a condition assessment according to NEN 2767?

NEN 2767 is the standard for condition assessment. Part 1 gives the method for recording the condition of building and installation components objectively and unambiguously. Part 2 contains the defect lists.

For each defect, you determine the severity, the extent and the intensity. Together, these give a condition score on a scale of 1 to 6. You can combine the scores per element and for the whole property.

A separate risk assessment shows what postponing repairs does, on a three-point scale: slight, moderate or severe. Condition and risk together provide the data for the MJOP. Which maintenance is needed, how long will a building element last, and what does it cost?

The defect lists are normative: they are part of the requirements of the standard. On 1 December 2025, a new version of part 2 was published: NEN 2767-2:2025. It replaces the 2008 version.

According to NEN (the Dutch standards institute), condition assessment requires demonstrably competent specialists. So record in the MJOP who carried out the survey, and when.

What is in a good MJOP?

A good MJOP meets the law and makes clear per building element what needs to happen.

Want to see what that looks like? Our free MJOP example in Excel shows the measure and the cycle for each element. You fill in the condition yourself. It calculates the costs per year over 10 years.

Note: there is a bill. It was open for online public consultation from 2 July to 20 September 2026. It proposes an MJOP of 30 years instead of 10 years, with a mandatory section on sustainability. It is not yet law, and there is no date of introduction.

This belongs in it now:

  • A term of at least 10 years
  • The condition of each building element, for example as a score according to NEN 2767
  • The necessary maintenance, the repairs and the planned renewals
  • How long each building element will last
  • A cost estimate, with the costs spread evenly over the years
  • A risk assessment, so it is clear what has priority

What do you run into with an MJOP?

Many VvEs currently require two thirds or three quarters of the votes for a decision on maintenance. The 2026 bill wants a simple majority for this: half plus one of the votes present.

The minister has no precise figures on the number of VvEs with an MJOP. That is stated in answers to parliamentary questions of 24 March 2026.

In those answers, the minister also mentions the evaluation of the VvE act, which the Dutch parliament received in early 2025. Watch out for these points:

  • A significant share of maintenance plans do not meet the current requirements (evaluation)
  • Some VvEs reserve too little (evaluation)
  • A plan older than 5 years no longer counts for the minimum
  • If the 30-year MJOP is introduced, you will have to revise existing plans

What can Keursnel do now, and what comes later?

The multi-year maintenance plan is listed in Keursnel as “Binnenkort” (coming soon). You cannot create it yet. We do not give a date or features yet.

Condition scores according to NEN 2767 are not in Keursnel now either. Do you make MJOPs? Tell us via the contact page that you are interested, and what you need.

Inspecting an apartment? Then the building inspection has a chapter Vereniging van Eigenaren (owners' association). In it, you record whether there is an MJOP, and whether it is older than five years. You also assess the reserve fund. Are the costs of a defect for the VvE? Then you choose an answer with costs for the VvE. The report then gives no amount, but the sentence: “De kosten zijn voor de vereniging van eigenaren” (the costs are for the owners' association).

Right now, you only do the building inspection of a home in Keursnel. It already includes:

  • A chapter Vereniging van Eigenaren, with the MJOP, the reserve fund and the documents inspected
  • Photos with arrow, circle, frame or numbered marker; the original never changes
  • Built to work without internet: your work waits, encrypted, on your device
  • Team and roles, and colleagues working in the same inspection at the same time
  • Your own house style in the report, with a paid plan
  • A fixed report version with a checksum, to share via a link you can revoke

Frequently asked questions

Is an MJOP mandatory, even for a small VvE?

The law requires every VvE to have a reserve fund, however small. For a building with homes, an annual minimum also applies. An MJOP is one way to determine that minimum. Without an MJOP, the VvE reserves at least 0.5% of the rebuild value a year.

How often should you update an MJOP?

An MJOP counts for the minimum if it is no older than 5 years. So update it within 5 years, and have the meeting adopt it again. The new plan again covers at least 10 years.

What is the difference between an MJOP and a condition assessment?

A condition assessment records the current state of the building elements. Under NEN 2767, a building element gets a condition score from 1 to 6. The MJOP uses that data to plan maintenance and costs over the years.

Where do you find the rebuild value of a building?

On the policy schedule of the fire and buildings insurance, according to the Rijksoverheid. You need that value if the VvE has no MJOP. The minimum is then 0.5% of the rebuild value a year.

Does Keursnel have condition scores according to NEN 2767?

No. The building inspection in Keursnel works with six ratings: good, adequate, fair, poor, further investigation and not assessed. Those are not condition scores according to NEN 2767.

Can I do this in Keursnel now?

No, not yet: the multi-year maintenance plan is listed in Keursnel as coming soon. You cannot create it yet, and we do not give a date yet. If you inspect an apartment, the building inspection does record whether there is an MJOP. If you are interested, tell us via the contact page.

Inspect without the hassle afterwards

Record the inspection on site. Keursnel works out the costs and creates the report with the NHG annex.
